Description of Program and Relief
City of Pittsburgh: Paid Sick Days Act
The City of Pittsburgh Paid Sick Days Act requires that businesses provide paid sick leave to any employee who performs at least 35 hours of work in the city in any calendar year. Employees of such businesses are entitled to accrue one hour of paid sick time for every 35 hours worked within the city. The sick-leave entitlements are capped at 40 hours per year for businesses with 15 employees or more, and at 24 hours per year for smaller businesses. Any existing periods of paid time off (including, for example, paid vacation time) count toward the entitlements. The ordinance became effective only recently, but is not temporary and was not passed in response to COVID-19.

Eligibility Requirements/Restrictions
To be eligible for paid sick time off, employees must perform at least 35 hours of work in Pittsburgh per year. The law does not cover certain categories of employees, and expressly excludes independent contractors, state and federal employees, members of construction unions covered by collective bargaining agreements, and seasonal employees. Employees who are covered by the law are entitled to use their accrued sick time beginning 90 calendar days after the date their employment begins. As noted above, annual sick-leave entitlements are capped at 40 hours per year (for businesses with 15 employees or more) or 24 hours per year (for businesses with fewer employees).
