Description of Program and Relief

Temporary Expansion of Childcare Services for the Essential Workforce

Through Executive Order 2020-83, Gov. Whitmer authorizes the Department of Licensing and Regulatory Affairs (LARA) to issue provisional licenses to expand capacity for childcare services for employees considered part of the essential workforce. This order enables employers to operate a disaster relief childcare center for their employees. It also allows for public and nonpublic school facilities to be utilized for childcare centers for members of the essential workforce.

Eligibility Requirements/Restrictions

Members of the essential workforce eligible for expanded child care services include health care workers, home health workers, direct care workers, emergency medical service providers, first responders, law enforcement personnel, sanitation workers, child care workers, personnel providing correctional services, postal workers, public health employees, key government employees, court personnel, and others providing critical infrastructure to Michiganders.

While the program is in effect, a provisional license may be issued without submission to the LARA of an acceptable plan to overcome a deficiency present in a child care organization.

A child care license is not required for an employer, school district or nonpublic school to establish and maintain a disaster relief child care center in a school building.

The order requires LARA to issue rules and/or orders governing disaster relief child care centers.

Provisional license applicant must submit a provisional license child care center application and comply with certain operational guidelines.

Employer, school district or nonpublic school applicant must notify the LARA Bureau of Community and Health Systems by phone at 517-284-9730 within 48 hours from commencing operation and comply with certain operational guidelines, which can be found here.
