Description of Program and Relief
License Relief for Licensed Professionals
The Governor suspended provisions applying to medical professionals who have not yet obtained an initial license if the licensing board determines they completed sufficient education and should be granted an emergency license to practice. The Governor also suspended rules that prohibit the practice of pharmacy by some pharmacist licensees whose license is inactive or lapsed or by some pharmacy technician trainees who are unable to become nationally certified due to closed testing locations for pharmacist licenses.
The Governor also suspended: requirements for in-person continuing education as a condition of professional license renewal; continuing education deadlines and requirements that cannot be satisfied during the pandemic; expiration dates or renewal requirements for professional licenses that expire during the duration of the Governor’s order; requirements for the completion of clinical, practical, or internship experience as a condition of obtaining professional licensure for school administrators, mental health counselors, independent social workers, speech pathologists, audiologists, pharmacists, and psychologists; and requirements for completion of background checks for initial applicants for professional licensure.
The Governor ordered the suspension of: application expiration dates and deadlines for taking certain examinations to be licensed as a professional engineer or land surveyor; rules establishing examination deadlines as a condition for initial licensure for appraisers; rules establishing an 18-month examination deadline for initial licensure for prospective certified public accountants; rules requiring an applicant for a nursing license to complete examination within ninety-one days of board authorization; rules requiring an applicant for a pharmacist license to complete all components in Iowa within one year from the date the candidate passed the initial component; provisions for commercial applicators, public applicators, and private applicators who were certified as of December 31, 2019; and provisions that require out-of-state marital, family therapy, and mental health counselors, or social workers who provide services by telephone or other electronic means to individuals in Iowa to be licensed in Iowa.
