Restore Illinois Guidelines for Reopening Business

The Governor of Illinois has outlined a five-phase plan, Restore Illinois, to reopen businesses and guide the return to public life. Illinois is currently in Phase 4 of the plan.

Stage 1 was governed by a strict stay at home order and only essential businesses were permitted to remain open. Stage 2 allowed nonessential retail stores to reopen for curb-side pickup and delivery and allowed Illinoisans to enjoy additional outdoor activities while practicing social distancing (such as golf, boating and fishing). Stage 3 allows additional businesses to reopen with capacity and other limits and safety precautions. Stage 4 allows new categories of business to reopen and eases restrictions on businesses that have already reopened under earlier phases of the plan. Stage 5 is the complete reopening of the economy (including concerts, festivals and large events) with safety precautions continuing.

Under Phase 4, if there are no countervailing city or county restrictions, gatherings of up to 50 people or fewer are allowed. Phase 4 also permits the reopening of several additional categories of business, subject to specific safety guidance, including cinemas and theaters, museums, zoos, certain indoor recreation (such as bowling alleys) and certain outdoor spectator events. Restrictions on businesses that opened under earlier phases of the plan have also been relaxed, indoor dining at restaurants, group fitness classes and water based activities at day camps are now permitted. Businesses should check for any additional city or county restrictions.

The Illinois Department of Commerce and Economic Opportunity has issued industry specific guidelines and toolkits for businesses operating in Phase 4 of the plan.
