Description of Program and Relief
Low Income Home Energy Assistance Program (LIHEAP)
The Low Income Home Energy Assistance Program (LIHEAP) helps eligible low-income households pay for home energy services. These offerings were previously in place, and have not changed in response to COVID-19, but the deadline for application has been extended.
On June 15, 2020, Governor Pritzker and the Illinois Department of Commerce announced $275 million in funding for LIHEAP. The funding includes an additional $90 million allocated via the CARES Act, allowing the state to increase eligibility for these programs to 1 million income-qualified Illinoisans.

Applications for LIHEAP’s 2020 programming are available until June 30, 2020, or until funding is exhausted.
Expanded LIHEAP assistance and eligibility applies to applications for LIHEAP’s 2021 programming. Enrollment for 2021 programming will open earlier this year on July 27, 2020.
Eligibility Requirements/Restrictions
2020 Eligibility
LIHEAP funds are available to households whose combined gross income for the thirty days prior to application is at or below 150% of the federal poverty level. For renters, if heat and/or electric is included in the rent, the rent must be greater than 30% of the renter’s income to be eligible.
2021 Eligibility
LIHEAP funds will be available to households whose combined gross income for the thirty days prior to application is at or below 200% of the federal poverty level.
Expanded LIHEAP eligibility will come online at the end of July, residents meeting the existing thresholds can still apply for 2020 programing through June 30, 2020.
