Description of Program and Relief

Temporary Family Assistance

Hawaii provides Temporary Family Assistance (TFA) to eligible families through its Temporary Assistance for Needy Families (TANF) and its Temporary Assistance for Other Needy Families (TAONF) programs. Although no specific guidance has issued with respect to COVID-19, affected families may qualify if they meet eligibility requirements (below). The amount of cash benefit will depend on the applicant’s family size and region of the state in which the family resides.

Eligibility Requirements/Restrictions

Information on the program is available here. Generally, to be eligible, a family must have a dependent child (or pregnancy). The income limit for TFA applicants is known as the Standard of Need (SON). The SON and the amount of the cash benefit depend on the applicant’s family size. There is no asset limit. Unless exempt, adults receiving TFA benefits must participate in work activities. Federal law restricts eligibility for TANF-funded cash assistance to U.S. citizens and immigrants with legal status. TAONF is available to families with at least one non-citizen and is otherwise identical to TANF.
