Description of Program and Relief

Child Care for Essential Workers

Georgia’s Childcare and Parent Services (CAPS) Program provides scholarships to help with the cost of child care so parents can work. The program has been available prior to the COVID-19 pandemic, but in response to the current crisis, the Georgia Department of Early Care and Learning (DECAL) has added a new priority group to the CAPS program for the “Essential Services Workforce” on the frontlines of the pandemic.

Effective May 1, 2020, qualifying “essential workers” who meet certain income and other requirements can qualify for CAPS assistance with their child care costs.

Eligibility Requirements/Restrictions

Qualifying essential workers include:

  • Law enforcement, public safety, and first responder personnel (including police officers, fire fighters, emergency medical technicians, paramedics, 9-1-1 call center staff, dispatchers, and National Guard)

  • Medical personnel who provide direct care to patients and the personnel who support direct care to patients (including sanitation staff, lab technicians, and reception staff)

  • Pharmacy personnel (including pharmacists, technicians, and pharmacy assistants)

  • Child care personnel

  • Food and grocery personnel and those who work in this supply chain to maintain operational capacity to meet the food and grocery needs of Georgians (including manufacturing, food processing, farming and food production, good and grocery storage, distribution and transit, and restaurant food preparation and delivery, and store staff)

  • In addition, the applicant’s family income cannot exceed 50% of the Georgia state median income (SMI), as seen in the “Initial Eligibility” column here.
