Description of Program and Relief

Unemployment Insurance Benefits (§ 31-325 et al.)

Unemployed workers affected by COVID-19 may be eligible for benefits under already-existing Connecticut unemployment insurance, which provides temporary income for workers who are unemployed through no fault of their own and who are either looking for new jobs, in approved training, or awaiting recall to employment. Although there is no specific guidance as to whether those who miss work as a result of COVID-19 are eligible, they may well be as long as they are physically able and available for full time work.

Connecticut is making free online learning licenses available to Connecticut residents that receive unemployment insurance benefits, including those that have been impacted by the economic fallout of the COVID-19 public health crisis. SkillUp CT will significantly expand access to comprehensive online course work from a leading global provider in an effort to allow jobseekers to upgrade skills from their own homes.

Eligible Connecticut residents will receive email instructions on obtaining a Metrix Learning license that provides them access to about 5,000 online Skillsoft courses in areas such as information technology, business analysis, customer service, project management, and digital literacy, among others. Anyone with an internet connection and a computer can access courses. SkillUp CT also offers training tracks leading to over 100 industry certifications and will provide career coaching through the workforce boards.

Eligibility Requirements/Restrictions

Eligibility requirements can be found here. Basic eligibility requirements include being fully or partially unemployed, through no fault of your own; be physically and mentally able and available to work full-time; be registered with the American Job Center; and be actively seeking work by making reasonable efforts to find employment each week.

Connecticut residents that receive unemployment insurance benefits are eligible to apply for SkillUp CT free online job training.
