Description of Program and Relief

State Financial Aid Flexibilities for Students

In light of COVID-19, the West Virginia Higher Education Policy Commission (Commission) and Council for Community and Technical College Education (Council) will provide students with greater flexibilities in accessing and renewing state financial aid programs.

The Commission suspended the GPA requirements to renew the PROMISE Scholarship, Higher Education Grant, Underwood-Smith Teacher Scholarship, and Engineering, Science & Technology Scholarship from 2019–20 to 2020–21. It has also extended the deadline for West Virginia’s need-based financial aid program, the Higher Education Grant, from April 15, 2020 to May 15, 2020. The Commission also voted to allow students who take an ACT or SAT test by the end of October 2020 or use scores from residual tests administered by state colleges to qualify for the 2020–2021 PROMISE Scholarship.

The Council also made changes to allow students to continue to receive the West Virginia Invests Grant. Specifically, the Council voted to suspend the community service requirement for spring 2020 awards and GPA requirements to renew the grant for the 2020–21 academic year.
