Description of Program and Relief
Temporary Authorization for Curbside or Drive-thru Sale of Beer and Wine for Certain Permitted Establishments
Pursuant to the Governor’s Executive Orders No. 2020-12 and 2020-50 and the South Carolina Department of Revenue’s Information Letter #20-5, the curbside delivery or drive-thru pickup of beer and wine has been temporarily authorized until the state of emergency is declared over or otherwise modified, amended, or rescinded by a subsequent Executive Order.

Eligibility Requirements/Restrictions
Retailers with an On or Off-Premises Permit issued by the South Carolina Department of Revenue for the retail sale of beer or wine in accordance with SC § 61-4 with a clearly designated delivery, pick-up, curbside, drive-thru, or drive-in area abutting or adjacent to the retailer’s place of business. Retailers must deliver the beer or wine to the customer’s vehicle only at this designated area.
Customers purchasing beer or wine must provide proof of age at the time of the pickup or delivery and the beer or wine must be delivered by an employee or agent of the retailer that is at least 18 years old in a sealed container.
Retailers must not allow curbside delivery of beer or wine to, or pickup of beer and wine, by an intoxicated person or a person under the age of twenty-one (21).
Holders of “special event” permits issued under SC § 61-4-550 cannot offer curbside delivery or pickup of beer and wine. The curbside delivery or pick-up of “alcoholic liquors,” as defined by Code Section 61-6-20, are prohibited. Holders of retail beer and wine permits that deliver food to customers cannot deliver beer or wine with that food.
