Description of Program and Relief

Extension of Expired Identification Card, Driver’s License, Permit, Plates, and Vehicle Registration

The South Carolina Department of Motor Vehicles has issued guidelines recognizing identification cards, licenses, and vehicle registrations with expiration dates from March 1, 2020 through June 30, 2020 as valid until July 1, 2020.

Specifically, all identification cards, non-commercial driver’s licenses, beginner’s permits, non-hazmat commercial driver’s licenses and commercial learner’s permits with expiration dates between March 1, 2020 and June 30, 2020 will be treated as valid until July 1, 2020. The SCDMV is urging all public and private businesses, companies, agencies, and organizations to accept these documents as valid.

Further, all vehicles with registrations that expire March 2020 through June 2020, including commercial motor vehicles in the International Registration Plan engaged in interstate commerce, will be valid until July 1, 2020.

In addition, all temporary license plates and 30-day temporary license plates with expiration dates from March 2020 through June 2020 will be treated as valid until July 1, 2020. Drivers will have 45 days after July 1, 2020 to have their vehicles properly titled and registered.

Finally, because some residents will not be able to pay vehicle property taxes due to the closure of county offices, the SCDMV will suspend the collection of late fees for late vehicle registration renewals.

While the SCDMV has asked for law enforcement agencies to take the above guidelines into account, SCDMV has suggested a copy of the South Carolina Department of Motor Vehicles Executive Director’s letter issuing the guidelines be kept by drivers on their person or inside their vehicles.
