Description of Program and Relief
Temporary Disability/Caregiver Insurance
Rhode Island residents who are quarantined or unable to work due to the effects of COVID-19 may be eligible for assistance under the already existing (1) Temporary Disability Insurance (“TDI”) for those who are unable to work but whose businesses remains open and (2) Temporary Caregiver Insurance (“TCI”) for those who care for themselves or a family member that has been impacted by COVID-19.

Eligibility Requirements/Restrictions

Must clearly indicate impact from COVID-19 on application;

For COVID-19 related claims, DLT will waive the seven day minimum amount of time that claimants must be out of work to qualify for TDI/TCI benefits;

For individuals under quarantine, DLT will waive the required medical certification, and instead allow them to temporarily qualify via self-attestation that they were under quarantine due to COVID-19;

Must have earned wages in Rhode Island and paid into the TDI/TCI fund. Also, (A) must have been paid at least $12,600 in the “Base Period,” defined as the first four of the last five completed calendar quarters before the quarter in which applicant files the claim or (B) (i) have earned $2,100 in one of the Base Period quarters, (ii) total base period taxable wages are at least one and one-half times the applicant’s highest quarter of earnings, and (iii) base period taxable wages equal at least $4,200.
Application Deadlines (If Applicable)

TDI: claims must be filed within 90 days of the 1st week out of work due to illness.

TCI: claims must be filed within the first 30 days after the first day of leave is taken.
