Description of Program and Relief

Low Income Home Energy Assistance Program

The Low Income Home Energy Assistance Program (LIHEAP) offers two forms of relief. Energy assistance provides recipients with a one-time payment for primary heating bills from November through March. The Energy Crisis Intervention Program (ECIP) helps recipients pay their fuel bill when their energy is shut off or threatened to be shut off. Winter ECIP is available from November through May, with recipients eligible for a maximum of $800. Summer ECIP is available from June through September, with recipients eligible from a maximum of $300.

In response to COVID-19, the state of Missouri has extended the deadline to apply for both types of LIHEAP assistance from March 31, 2020 to May 31, 2020.

Eligibility Requirements/Restrictions

In order to be eligible for LIHEAP Missourians must meet the following criteria:

  • Be responsible for paying home heating costs;

  • Have $3,000 or less in bank accounts, retirement accounts, or investments;

  • Have a household income less than 135 percent of the federal poverty level;

  • Be a U.S. citizen or legally admitted for permanent residence..
