Description of Program and Relief
Expanding Access to and Insurance Coverage for Emergency Department and Inpatient Services Related to COVID-19
All private health insurers, Blue Cross and Blue Shield of Massachusetts, Inc., the Group Insurance Commission, and Health Maintenance Organizations regulated by the Division of Insurance must cover all medically necessary emergency department and inpatient services, including all professional, diagnostic, and laboratory services, related to COVID-19 at both in-network and out-of-network providers. These services must be covered without requiring cost-sharing by the insured, e.g., co-pays, deductibles, coinsurance, or similar charges.

This policy is effective April 9, 2020, and shall remain in effect until rescinded or until the Governor’s declared State of Emergency is terminated, whichever happens first.
