Description of Program and Relief
COVID-19 Better Business Loan Program for Small Businesses (BBLP)
DeKalb County has partnered with Citizen’s Trust Bank to create the Better Business Loan Program to provide financial relief to small DeKalb County businesses impacted by the COVID-19 pandemic. Small business owners can apply for up to $40,000 in loan funds which may be used for payroll (gross federal wages), state unemployment taxes and local taxes, employee benefits, business mortgage interest, business property rent payments, commercial property utilities and interest on other business debts.
Loans will have a term of 24 months, subject to forgiveness after 3 months. (i.e., the loan need not be repaid, if the borrower furnishes the bank with documentation that verifies good faith efforts that the business was managed in compliance with the loan policies and regulations and that loan funds were only used for eligible expenses over the three month period from inception of the loan). Interest rates will be 1% and the principal and interest payments will be deferred for the first 3 months of the loan (the “Deferral Period”).

Eligibility Requirements/Restrictions
To be eligible, small business owners/businesses:

Must be a Sole Proprietorship, Partnership, C-Corporation, S-Corporation, Limited Liability Corporation, Independent Contractor, Self-Employed, 501(c)(3) Non-Profit, 501(C)(19), Veterans Organization, or Tribal Business;

Must be located in DeKalb County and have gross annual revenues less than $1 million;

Must have 20 or fewer employees (including affiliate businesses);

Must have been operating for a minimum of 12 months prior to June 1, 2020 (i.e., must have already been operating on June 1, 2019); and
-
Must certify that the business’ current economic uncertainty is directly related to the COVID-19 pandemic and the loan is necessary to support ongoing operations.
