Description of Program and Relief
Cobb, County, Georgia: HomeSaver Assistance for Residential Mortgages
With funds allocated through the federal CARES Act, Cobb County has partnered with HomeFree-USA, a certified Housing and Urban Development (HUD) nonprofit organization, to provide mortgage payment assistance and homeownership counseling to homeowners who own a home in Cobb County and have been adversely affected by the COVID-19 pandemic.
Homeowners who have fallen behind in mortgage payments due to a COVID-19-related job loss and have returned to work but do not have the assets to bring their mortgage up to date may receive:

A one-time payment of up to $4,800.
Homeowners who remain unemployed or underemployed due to COVID-19 may receive:
-
Up to 3 months of mortgage payments not to exceed a total of $4,800 if deemed necessary by a homeownership advisor after a review of applicant’s specific circumstances; and
-
Homeownership Counseling, which includes assistance with recommendations for options and programs available based on the homeowner’s circumstances, negotiating with lenders on the homeowner’s behalf, and help preparing and submitting applications for loan modifications and principal reductions.

Eligibility Requirements/Restrictions
In order to qualify, homeowners must meet all of the following requirements:

Currently delinquent on mortgage payments;
-
Experienced a COVID-19 related involuntary financial hardship resulting in reduced income due to a change in employment, medical hardship, death of a spouse or co-borrower;
-
Experienced an involuntary reduction in income of 20% or more due to COVID-19; or received unemployment benefits after March 1, 2020 due to COVID-19 or is receiving unemployment benefits at the time of the application due to COVID-19;
-
Resides in a property located within Cobb County as applicant’s primary residence since March 1, 2020 or earlier;
-
Possesses a note, deed of trust, or warranty deed in applicant’s name;
-
Is not in an active bankruptcy;
-
Has no more cash in applicant’s bank accounts than three times applicant’s monthly mortgage payment at the time application is submitted (excluding 401 K and other retirement accounts);

Has an adjusted gross income not exceeding $69,439 for single applicants or $94,672 for joint applicants; and
-
Provide documentation to support all of the above, including proof of unemployment, proof of impact from COVID-19 (reduction-in-work-hours letter, medical expenses of applicant or dependent, doctor’s note) up to two most recent years’ tax returns with all schedules, a current mortgage statement, a copy of deed, and two months of bank statements with all pages.
