Utilities Payment Assistance - Utility Rate Assistance Program & ProjectPLEDGE

The City of Palo Alto offers two relief programs for those who may be having difficulties with utilities payments.

  • Palo Alto has expanded its current Utility Rate Assistance Program (RAP) to applicants who qualify based on medical need or financial need related to the COVID-19 pandemic. Customers who qualify for rate assistance based on medical need receive a 25% discount on gas and electricity charges. Customers who qualify for rate assistance based on financial need may be eligible for a 25% discount on gas and electricity charges and a 20% discount on storm drain charges.

  • Palo Alto also administers ProjectPLEDGE, which provides a one-time financial hardship credit of up to $750 on the outstanding balance of an applicant’s City of Palo Alto Utilities (CPAU) account.
