Description of Program and Relief
Utilities Payment Assistance - Utility Rate Assistance Program & ProjectPLEDGE
The City of Palo Alto offers two relief programs for those who may be having difficulties with utilities payments.

Palo Alto has expanded its current Utility Rate Assistance Program (RAP) to applicants who qualify based on medical need or financial need related to the COVID-19 pandemic. Customers who qualify for rate assistance based on medical need receive a 25% discount on gas and electricity charges. Customers who qualify for rate assistance based on financial need may be eligible for a 25% discount on gas and electricity charges and a 20% discount on storm drain charges.

Palo Alto also administers ProjectPLEDGE, which provides a one-time financial hardship credit of up to $750 on the outstanding balance of an applicant’s City of Palo Alto Utilities (CPAU) account.

The applicant must be the CPAU customer-of-record unless that customer is deceased.
