Description of Program and Relief
Guaranteed Continued Payment of Certain Nonprofit Suppliers of City Services
San Francisco is guaranteeing continuance of payment for some City-funded contracts with nonprofit organizations, even if their operations are closed or reduced as a result of COVID-19. The City will continue to provide full or partial payment to nonprofit suppliers funded by the City that are impacted by COVID-19 in one of the following ways:
- Closure of Non-Essential Services: City departments will continue to pay for the services of nonprofit suppliers who have been deemed non-essential through May 3, 2020 (the current duration of the Shelter in Place order in San Francisco), regardless of whether such services have been shut down entirely or are being delivered remotely.
- Re-Designation of Services and/or Workers from Non-Essential to Essential: Suppliers that were initially deemed non-essential and had to close may be asked to reopen to deliver services that have been newly deemed essential. In those cases, the City will discontinue payment to the supplier if it fails to deliver essential services when requested.
- Continued Operation of Essential Services: The City’s continued payment of suppliers of essential services is contingent upon ongoing delivery of the essential services.
- Location-Specific Closure: If a specific instance of COVID-19 is found at an essential program site, that location may need to temporarily close. City departments will continue to pay for the supplier’s services during this temporary closure.
