Description of Program and Relief
County Adult Assistance Program (CAAP)
The County Adult Assistance Program (CAAP) provides cash benefits of up to $588 per month to lowincome adults without dependent children. CAAP predates COVID-19 and can be used by eligible participants at this time. Although sites administering this program are temporarily closed due to COVID19, participants can access information about benefits over the phone or online during this period. Cash benefits are issued on the first of each month through an Electronic Benefit Transfer (EBT) card, which can be used like a debit card at participating stores and restaurants and for withdrawing cash at surcharge-free ATM machines. CAAP also provides for additional benefits, including free monthly MUNI Fast Pass; options for placement in a housing shelter; counseling for mental health issues, substance abuse, and domestic violence concerns; and employment and training assistance.

Eligibility Requirements/Restrictions
Eligibility requirements include:

San Francisco residency;

Net income of less than $588 per month;

Ownership of personal property of no more than $2,000 per single adult or $3,000 per couple (including legally married couples and domestic partnerships);

Ownership of no more than one vehicle;

For applicants who are students, eligibility is limited to students enrolled in high school, community college (two-year programs), technical or vocational school;

Must not have voluntarily resigned from employment within the 45 days prior to application;

Must be receiving CalFresh and Medi-Cal at the time of receiving CAAP benefits; but if an applicant is not receiving CalFresh and Medi-Cal at the time of his or her application, an application for both programs will automatically be included with the online CAAP application.
