Description of Program and Relief
City of Los Angeles, California: COVID-19 Emergency Response Program for Council Districts 1, 3, 4, 8, and 10 (Artist Relief)
The Los Angeles Department of Cultural Affairs Public Art Division (DCA) launched a COVID-19 Emergency Response Program (Program) for Council Districts 1, 3, 4, 8, and 10. This council district-specific program will provide grants to nonprofit arts organizations or community-based commercial businesses that function as community cultural hubs, and individual artists based in those five council districts.
Funding for nonprofit arts organizations will be tiered in three categories: $1,000 for community-based commercial businesses that function as a cultural space to showcase local artists; $2,000 for small nonprofit arts organizations with budgets less than $99,999 per year; and $3,000 for mid-size nonprofit arts organizations with budgets between $100,000 and $800,000 per year.
Funding for individual artists will be tiered in three categories: $500 for artists who work up-to quarter time as a creative producer; $1,000 for artists who are employed part-time or full-time at any type of company; and $1,500 for artists who are full-time freelancers.

Applications for the program are now open, and will continue being accepted until either September 23, 2020 at 11:59 p.m., or the first 300 applications have been received, whichever comes first.
Eligibility Requirements/Restrictions
An individual artist is defined as: Any person who works greater than quarter-time for income as a creative producer (actor, animator, craft-maker, designer, dancer, DJ, literary writer, musician, painter, poet, photographer, playwright, sculptor, videographer, cultural producer, etc.).
All applicants must:

Reside within or be headquartered in Council Districts 1, 3, 4, 8, or 10 of the City of Los Angeles. Addresses falling outside of the specified council districts are ineligible.

Demonstrate financial need and detrimental impact caused by COVID-19 such as ability to pay rent, utility bills, loss of employment, etc.

Demonstrate that their artworks or services will be made available to the general public, through real-time, virtual, and online platforms or in a physical public space.

Submit a statement of interest describing the impact of COVID-19 on their organization, business, or employment as an artist, and describes how their proposed artwork or online services would address the pandemic.

Have not received a grant through the DCA Grants Division, or a public arts commission or through any of the programs operated under the DCA Public Art Division from July 2019 to June 2020.

Individual artists must submit a resume demonstrating at least two years of professional creative experience.

Arts organizations and commercial business must submit a mission statement describing the mission of the organization, staff configuration, and general programming information. They must also submit a Business Tax Registration Certificate (BTRC) from the City of Los Angeles.

High school or college students creating projects for school accreditation are ineligible.

Employees of the City of Los Angeles are ineligible to apply.
