Description of Program and Relief
30-Day Residential Eviction Moratorium for Tenants Impacted by COVID-19
The Fremont City Council enacted an immediate 30-day moratorium on (1) residential evictions for failure to pay rent due to the financial impacts related to COVID-19, and (2) no-fault evictions unless a hazardous condition affecting tenants or neighbors makes it immediately necessary. Renters will remain responsible for any unpaid rent during this time. The moratorium also forbids the charging of late fees so long as tenants have repaid half of any overdue rent within 90 days and all of the outstanding rent within 180 days of the expiration of the declared local emergency.

Eligibility Requirements/Restrictions
To qualify, renters must be able to demonstrate a substantial loss of income due to the impact of the COVID19 pandemic, such as: being sick with COVID-19, or caring for a household or family member who is sick with COVID-19; lay-offs, loss of hours, or other income reduction resulting from impacts of COVID-19; compliance with an order or directive from a government health authority to stay home, self-quarantine, or avoid congregating; extraordinary out-of-pocket medical expenses; or child care needs arising from school closures related to COVID-19.
Renters are ineligible for the moratorium if, as of March 16 2020, they were in default or had two or more late rental payments within the last twelve months.
