Description of Program and Relief
Pennsylvania Industrial Development Authority Low-Interest Loan Program
The Pennsylvania Industrial Development Authority (PIDA) provides low-interest loans and lines of credit for eligible businesses that commit to creating and retaining full-time jobs. The program also provides financing for the development of industrial parks and multi-tenant facilities. PIDA administers the program in partnership with a network of certified economic development organizations (CEDOs), which package and underwrite the loan applications.
These offerings were previously in place, and have not changed in response to COVID-19. However, the Governor of Pennsylvania has clarified that these loans may be of assistance to small businesses affected by the COVID-19 crisis.

Eligibility Requirements/Restrictions
To be eligible for a low-interest loan under this program, a business must commit to creating and/or retaining jobs. The program is open only to businesses within specified sectors, including manufacturing, industrial, agricultural, research and development, hospitality, defense conversion, recycling, construction, child daycare, retail and service, export, and computer-related service.
PIDA financing can be used to cover certain projects and costs, including the following: land/building acquisitions, construction and renovation costs, machinery and equipment purchases, working capital and accounts receivable lines of credit, multi-tenant facility projects, and industrial park projects. Low-interest loan approval is contingent upon underwriting and collateral requirements.
