Minneapolis, St. Paul, and Duluth, Minnesota: Sick and Safe Time Ordinance
Description of Program and Relief
Minneapolis, St. Paul, and Duluth’s existing Sick and Safe Time Ordinances protect an employee’s time off work. The three jurisdictions have different requirements for which employers must provide sick and safe time, and Minneapolis and Duluth have specifically issued guidelines as to how the ordinance applies to employees affected by COVID-19.

With respect to COVID-19 in particular:

In Minneapolis: An employee’s sick and safe time hours are legally protected for use due to COVID-19 symptoms, testing, or infection. Ordinance protection includes, but is not limited to: COVID-19 screening; care or quarantine due to COVID-19 symptoms or infection; testing or quarantine following close personal contact with a COVID-19 infected or symptomatic person; covered family members' school or place-of-care closure due to COVID-19; and workplace closure by order of a public official due to COVID-19.

In Duluth: An employee’s use of sick time extends to COVID-19 screening; providing or receiving care due to COVID-19 symptoms or infection; and testing or quarantine following close personal contact with a COVID-19 infected or symptomatic person.
St. Paul has not issued COVID-19 specific guidelines for use of sick and safe time.
