Description of Program and Relief

The Hero Relief Subsidy Program for Essential Workers and Child Care Providers

The Essential Worker Child Care Support: The Hero Relief Program expands upon child care assistance subsidies available through Kansas’ Child Care Subsidy Program. The program provides for child care subsidies to essential workers who financially qualify. The Hero Relief Program also supports child care providers by providing a menu of stipends and grants to assist during the pandemic, including sustainability stipends for all KDHE-Licensed child care and relative providers to help pay for ongoing expenses like food, supplies, labor and rent/mortgage; revenue replacement subsidies for DCF enrolled child care providers; grants to assist with pandemic related expenses like gloves, disinfectants, soap and other necessary items; and one-time bonuses to providers who care for children of health care workers and first responders.

The Essential Worker Health Care Support: Through the Hero Relief Program, there is a collaborative effort to allocate $8 million in federal funds Kansas received under the CARES Act to cover health care expenses for early childhood professionals and other essential workers who contracted COVID-19. Assistance will be limited to qualifying medical expense payout of $25,000 for uninsured individuals (no health care coverage) and $15,000 for insured individuals (coinsurance/copays and deductibles).

Eligibility Requirements/Restrictions

Essential workers include healthcare workers, first responders and other public safety workers, food and agriculture workers, judicial branch essential workers, child and adult protective service specialists, the National Guard, and child care providers caring for children of any aforementioned essential workers.

In order to financially qualify for child care support, families must have a countable income at or below 250% of the federal poverty level. A family of two making a gross income of $3,593 or less per month, or a family of four making $5,458 or less per month, would qualify for this subsidy. Families must meet minimum work requirements of 20 hours per week to be eligible.
