Description of Program and Relief
Office of Temporary and Disability Assistance Provides Guidance Regarding SNAP and SNA in Response to COVID-19
The Office of Temporary and Disability Assistance (OTDA) announced that there may be special waivers or emergency alternatives for applications to various programs administered by OTDA by individuals and families who have lost income due to COVID-19:

The Supplemental Nutrition Assistance Program (SNAP) issues electronic benefits that can be used like cash to purchase food. SNAP helps low-income working people, senior citizens, the disabled and others feed their families. Eligibility and benefit levels are based on household size, income and other factors. The OTDA has recently announced a supplemental Emergency Allotment (EA) of SNAP Benefits.

Temporary Assistance (TA) is temporary help for needy individuals, including children.

New York State Family Assistance (FA) provides cash assistance to needy families that include a minor child living with a parent (including families where both parents are in the household) or a caretaker relative.

Safety Net Assistance (SNA) provides cash assistance to eligible needy individuals and families who are not eligible for FA).
The supplemental Emergency Allotment (EA) of SNAP benefits will be issued to households whose SNAP benefit for July 2020 was less than the maximum benefit amount for a household of the same size. All such households will automatically receive the supplemental EA in an amount that will bring them up to the maximum SNAP monthly benefit allocation for a household of that size. No action is necessary on the part of eligible households; the additional funds will be made automatically available on recipients’ EBT cards before the end of June. This is the fifth consecutive month in which all SNAP recipients in New York State will receive the maximum benefit.
Additionally, OTDA has announced supplemental benefits for families with children who were receiving free or reduced-price lunches at school prior to the pandemic. Households enrolled in SNAP, receiving TA benefits, or enrolled in Medicaid will automatically have $420 per child added to their EBT cards. The state has begun distributing benefits to families enrolled in SNAP or TA and with existing EBT accounts.
